REBUILDING I-80: SOLVING CHAIN WEAR AT DONNER PASS

How Caltrans solved a large-scale challenge with a long-term solution

Interstate 80 is a national essential freight corridor, carrying commercial traffic east and west across the Sierra Nevada. On the climb to Donner Summit, the combination of severe winters, heavy truck volumes and mandatory tire chain use takes a relentless toll. Season after season, chains and studded tires grind ruts into the concrete wheel paths, leaving deep grooves and surface cracking that signal pavement nearing the end of its service life. Solving this challenge demands materials and methods engineered for the specific stresses of the mountains.


In 2024, Caltrans deployed a tiered set of proven techniques along the corridor, renewing worn wheel paths with polyester concrete and high-strength inlays, which were installed using a 3.5-foot diamond grinding head to eliminate faulting and restore surface friction. Joint resealing was accomplished using silicone or asphalt-rubber sealants to block meltwater and corrosive de-icing salts. Other techniques included shot blasting for surface preparation, volumetric truck batching and screed strike-off to achieve a smooth finish. In addition, a high-performance concrete inlay pilot with rapid-strength gain and high compressive and tensile strength was tested as a next-generation solution for chain-wear resistance.



The financial commitment demonstrated a clear long-term return on investment. Across the emergency wheel rut repairs and the larger Soda Springs and Monte Vista rehabilitation projects, Caltrans moved decisively to address more than 160 miles of chain-damaged pavement on the corridor. By extending pavement life, these projects are expected to deliver significant cost savings in the coming years, reducing the frequency of lane closures, lowering mobilization costs and avoiding the freight delays that carry their own substantial economic penalty.


The payoff extends across safety and mobility. Smoother pavement improves freight movement, restored friction reduces crash risk and durable inlays keep the corridor open through the harshest conditions.
